This minimalistic design is what makes the Horner Electric HE693ASC224 Basic I/O Module an ideal low-cost solution for applications that do not need much processing power or a large number of inputs and outputs to operate successfully.  It is manufactured to be a GE Fanuc spare part for Programmable Logic Controllers or PLCs from GE Series 90-30 and Series 90-70, as a third party device.
